System Biography Since taking office in 2003, State Representative William “Will” Davis has been dedicated to serving the needs of 30th District residents. His top legislative priorities include education funding, increased health care availability and economic development. As a leader for education reform, Davis knows that Illinois children are being shortchanged on a quality schools and homeowners are being overwhelmed by an unfair property tax burden. Illinois has the most inequitable education funding system in the country, which is why Davis is continuing his fight for fundamental structural changes that will eliminate gross funding disparities among Illinois school districts and provide substantial property tax relief to Southland homeowners and businesses. Davis believes that geography should not determine the quality of education a student receives and that al Illinois students are entitled to first-rate classroom opportunities. In 2005, Rep. Davis helped make Illinois the first state in the nation to guarantee access to quality and affordable health care for all children, regardless of income. He is working continuously to improve health care and has supported legislation to address prevention, diagnosis and treatment of cardiovascular disease, prostate cancer, chronic obstructive pulmonary disease, high blood pressure, diabetes, and cervical and breast cancer. Davis believes that access to health care is a right and that no American should be without insurance coverage. Davis is focused on spurring economic development and revitalization in the South Suburbs. As an advocate for small businesses, he understands that they are the backbone of our community and provide the services, products and employment that sustain our economy. To help stimulate the Illinois economy, Davis worked to increase the state loan amounts available to small businesses owned by minorities, women and people with disabilities from $50,000 to $100,000. He also helped captured millions in funding for the Highway Improvement Program to repair deteriorating roads and bridges. He backs the passage of new state capital spending plan to rebuild crumbling public infrastructure and is a longtime supporter of the Abraham Lincoln National Airport at Peotone. In the 96th General Assembly, Davis serves as Chair of the Health and Healthcare Disparities Committee and Vice Chair of the Elementary and Secondary Education Appropriations and Tollway Oversight committees. He also serves on the Higher Education Appropriations, International Trade and Commerce, Labor, and Railroad Safety committees. The Illinois Association of Code Enforcement, Illinois Primary Healthcare Association, and the Illinois Association of Park Districts have all recognized Davis with “Legislator of the Year” awards. Will Davis was born on July 2, 1968 in Harvey, Illinois. Davis holds a Master of Public Administration Degree from Governors State University. He earned a Bachelor of Arts Degree in Political Science from Southern Illinois University in Carbondale in 1989. He is a member of Kappa Alpha Psi Fraternity, Incorporated. He is a founding member of the Better Funding for Better Schools Coalition. Davis also serves on the Foundation Board of South Suburban College. Prior to his legislative service, Davis served as an Admissions Counselor at Southern Illinois University-Carbondale from 1990 to 1996. From 1997 to 2003, he was the Deputy District Administrator for Congressman Jesse L. Jackson, Jr. Davis is a dedicated member of New Mount Olive Baptist Church in Harvey. Davis’ 30th District includes all or portions of Blue Island, Calumet Park, Dixmoor, Dolton, East Hazel Crest, Harvey, Hazel Crest, Homewood, Markham, Midlothian, Oak Forest, Phoenix, Posen, Riverdale, Robbins, and Chicago’s 9th and 34th Wards.
